What's the rule about internal rim width and max tyre width?

This is Tstr's table, which is a modified version of Sheldon Brown's (RIP in peas).
I'm trying to fit Grand Bois Cypres (got a cheap pair from the bay) onto my Kinlin tl23 rims, and it's almost like they don't fit. Am I just being a knob?
(this is what made me curious about internal width)
Are either the tyres or the rims tubeless compatible?
