I think the TA suggestion is maybe a red herring, I'm under the impression that you need TA cups for them - maybe @TW will correct me? Anyway I have a few TA axles including a spare 314 if you end up needing one, but I reckon the Pro-Vis cranks (aka Cyclotouriste) themselves are a bit hard to find too, the multiple sets of bolts cost the earth and 1/8 chainrings even more rare now.
If I were you I'd get the cheap copy of NR cranks (Anidel). They look fine, and the bcd is easy to get rings for. Or one of the old school copies like Gipiemme or Zeus.
