I've been dead last, or close enough, in all the open hill climbs I've done. Nobody told me I shouldn't be there. If there are any specialists on the start sheet, you probably won't be slowest if you get up in twice the winner's time.
this makes me feel a bit better when looking at my strava after doing winnats pass, peaslows and curbar edge on thurs. think all of them are regularly used in HCs and the KOMs were many minutes quicker on all three
