This is the derailleur hanger, somewhat restrictive in that sense.
Quick thought; alu stop plate that fastens to the two mudguard / rack braze ons;

I have a pair of Hulsroy's custom sliding dropouts laying around, but no Pompino, so they can be yours. They change handling a bit as they raise the rear wheel, and should solve your hanger/tensioner problem.
Might make it harder rather than easier to remove the wheel if the mudguard moves with the axle; you'd need quick-release mounts at the stays.
I'd mount the Genetic tensioner on top of the hanger, should be possible as the backside is flat where the hanger is mounted.
