The drop from 27" to 700C is only 4mm, but 700C to 650B is another 19mm, which starts to get tricky. What brakes were on there previously? TBH I don't think I'd bother - it looks like you could get 32mm (maybe even 35mm?) tyres and guards on there with a 700C wheel, which should be fine for utility duty.

Anything sentimental is worth restoring. I love these old step through- and mixte frames, and have restored plenty of them.
Sachs/sram 3s IGH with coaster brake, so you don't have to worry about bad brakes or original standards, marathon supremes/Vitoria voyager/Kojak and a traditional swept handlebar... And fenders and a wald. Girls love that
Gonna functional-ise my girlfriend's daily. (I know it's a heap of junk but sentimentality etc). I was thinking about converting to 650b with an IGH. However now I've stripped the bike down and got it infront of me it's got pretty huge clearances, I'm wondering if it was 27" to begin with. Am I best to stick with 700C? Any help greatly appreciated.
