The USA has 0 hate speech laws, and even in the UK they don't work well (as unless you ask for violence against a very specific group, nothing happens) so we've had intolerant anti LGBT bigots escaping the law. [though not public opinion obv...]
It would be nice to have a workable definition of intolerance that also covers a toxic media and all that, but does not stifle debate and does not encourage people to complain about intolerance when it's really just hurt feelings and ignoring other people's concerns, and then everyone will happily gloss over bad data and prejudices that need addressed.
Right now little is outside the law, and we can't agree on what intolerance is.
