I would be tempted to keep the CDF as the cross/tour option and switch parts around to make it lighter/faster and sell the giant, but I haven't ridden your giant.
Really enjoy my CDF as it's so versatile - happy touring, roading or Great fun off roading... I think you've pigeon holed yours a bit with the build.
If the time has come though and you feel your time together has run its path then get shut.

In an ideal world i'd get a day one with sliding dropouts then i could easily put gears on it when needed. But I don't think that bike exists within the extremely limited confines of my C2W voucher. Maybe I should just get sliders put on my SS beater and use my original genesis forks.

You are over-thinking it.
Your Genesis CDF is heavy and limited to a certain tyre size. On the other hand it is strong as a mule. But no matter what you replace it with you are going to need mudguards, racks etc. So it won't be much different.The mountain bike is great and with steel forks it will do it all.
The Giant is great as it will act as road bike/light tourer in summer and cx bike in the winter.
I get why you want a ss commuter to have less maintenance to do on a daily basis. But a fancy new disc ss is waste of money.
Down grade CDF or sell it, but don't replace it with exactly the same with less options of gears.

Thanks for letting me know.
I won't take them right now as I'm just at the thinking stage.
Changing the bars would mean also changing levers, shifters and maybe brake caliper.
A lot to decide on. -

Thanks for the input all. Maybe I should buy some forks with a longer A-C for my SS then I can try it with mudguards come winter. Cheap option and less upheaval.

Progress so far:
Probably will need a shorter stem and remove the low riders for day to day use. Internal dynamo routing is go too:
Drilled an existing breath hole in the chain stay out, round the BB, up the down tube and out of one the unused downtube mudguard eylets.
New chain and cassette as well as a GX clutch mech.
Also thinking of Bluemels as they're matteThen use my own extra long flaps.
