I'd go with the 28-42 as you're gonna be riding cross. Thinner tube is only gonna lead to more pinches right?

Will the 18-25's just stretch up to 32 without issue?
I've always found the answer to this to be yes, but YMMV.

In my experience, you'll want different set of tubes for each pair of tyres, as the tube will stretch when using the larger tyres and be a massive pain to into a smaller tyre.
I've never had an issue using 23/25mm tubes in cross tyres before, so the same size tube will be fine for both, as long as you have a separate set for each tyre pair.

Inner tubes. On my cross bike I use 28mm tyres to commute and 32mm cross ones for riding around in dirt. Inner tubes generally say 18-25, 23- 28 or 28-42. Which are the best ones both my tyres? Will the 18-25's just stretch up to 32 without issue?
