Neither in my opinion - assuming the reduced tracking overall is by design, then the issue is insufficient word spacing. Although could perhaps be improved by custom kerning on each side of apostrophe.

The problem is line length. It just needs a line-break to prevent the widow.

Everything else should be set to (auto) until the designer has had a word with themselves.
