My $10 orient express jockey wheels were loud for about 40km, then wore into place. Then bad thing about them is that the manufacturing tolerances aren't particularly tight. One the bearing was tight, the other was a bit loose, the bearing hole wasn't perfectly centred in the wheel, and worst of all the bearing caps rubbed on the wheel, so I ended up with a fine alloy grit in the bearing which needed washing out fairly regularly.
