You are looking at a dedicated track bike, it is not designed to run brakes and the fork may not be made to accept a brake.
Yes it's a good bike, if your used to riding brakeless fixed on the road with cars/lorries/buses/ped's that will all try to kill you to death.
You can try and add brakes, ugly, more money.
Or you can try one of the cheaper off the pegs like the standard Fuji track which comes with brakes. Several really good bikes to be found way under £700.
If new to fixed best to start with brakes and then remove them if you can handle riding without.
