Good article, from what I can understand, tightening of the imports from OPEC and the like have reduced the discount that some US refiners receive, the further these import cuts go the less this discount will be and in turn will increase market share for the heavy oil producers such as Canada, Brazil and Columbia. It's never simple it seems!
OPEC is the one asking for production restraint to prop up prices, for the record. And some US refiners need Venezuelan heavy crude because that's what their facilities are configured for.
