No, because it's not paint, it's recessed between the two cups. You can feel it with a fingernail, I think it's some sort of bearing seal. You could probably black it out with some sort of fine marker, though. Tbh, on the bike it's not particularly noticeable.

In other news:
Put new bars, gear cable and tape on my Arkose. Need a tiny bit of fettling with the mudguards, some flaps, a holder for my Garmin and an indexing.
Edit: And I need to trim/shorten the hoses...
