On my jolly commute in, I infiltrated the route from Walton bridge to Brooklands, and saw no less than 20 upturned bikes. I don't want to invite the fairies, but I have had one puncture in 16months along that stretch, five times a week. What was going on?
Also I reckon statistically it's a normalish amount. If I get a puncture once a year on the way to work thats 1 in 300 chance. Multiple that by 25000 riders and there's going to be a lot of flat tyres.
