Don't think it had to made in Japan, just that they weren't so keen on allowing the importing of stuff as the whole point of it was to boost the Japanese economy after WWII.
I don't know. The regulations could be such that only the frame and other bits need to be NJS certified. I can't imagine they are though; NJS Hed 3s would have definitely made a notable commotion in the hipster circuits.
