If you are trying to save cash, you could buy standard Record brakes then purchase the "blue gems" on eBay.

This guy sells them:

C Record brakes are Deltas. The Cobaltos were provided as some riders didn't like the Deltas (although I find they brake very well)
If you want Cobalto look with the "blue gems" you will need Super Record callipers (script "Campagnolo" not block) and wipe some blue paint into the script.
