don't know about the steel type and it's unmarked in that respect, I bought it as a whole bike for a lady friend about 4/5 years ago but she decided she didn't want to cycle so it's been used as a donor.
She is 6ft tall, it's in the garage at the moment, IIRC it's 20" c-t, I'll grab the top tube length later. I think the top tube is horizontal, if not very slightly sloped but I'll pop two wheels in to check. The OLN I'm not 100% sure on, again i'll check.
BSC bottom bracket threads which are all good and there is no damage to the frame or cracks
There are guard eyelets on the fork, however (I just pulled the photo from an old file) as you can see the brake bridge on the rear does not have a downward facing fitment, just the normal variant so probably no good for you anyway, sorry.
