The team cars are a pain in the arse, they basically have no rules of the road to abide by, and don't disappoint in that respect. The Gendarmes want to control the race in the last 10km,for safety reasons (as that is usually where the majority of crowds are) ime, they're totally right to do so as it's as dangerous as fuck, for rider and spectator alike.

To keep team cars out of the chaos that is the finish of the stage (faster speeds, thinner roads, crowds, etc).
They usually find reasons to not enforce it, such as "problems getting the team cars to certain riders before the cut off" which was the reason given on the earlier stage this year.
