To keep team cars out of the chaos that is the finish of the stage (faster speeds, thinner roads, crowds, etc).

They usually find reasons to not enforce it, such as "problems getting the team cars to certain riders before the cut off" which was the reason given on the earlier stage this year.

First 50k and last 20k the riders aren't allowed to get any drinks or gels. On Mountain stages it is shortened to the last 14k. The reason is to reduce the traffic around the riders at the end of a race and the potential for sticky bottles at key moments in a race.
