Create a thread. He lived in Greater London and this looks like it was part of the VTTA 10 just outside North West London.
If there is a Rider Down thread with information and citation, then I'll add the black logo. Without the Rider Down thread no black logo goes up (it's a signal to check Rider Down to see how/where/how, etc).
