My educated guess is someone sponsored.
You don't care when you are spending money that isn't yours. Then getting any cash back for something you didn't pay for is nice too.
Same applies to sponsored riders or shop owners (some are on here) who get stuff free or below trade price then shift it on here...

I know the guy who sold it originally, he got it at cost when he was working for parlee and sold it when he left.
IIRC I think he said he got the geometry based off a cinelli vigorelli which he used to race on and found comfortable
