The thing is that those welds are already smooth.
The good thing about emery cloth is that goes round curves like if you were using a fabric cloth, specially after some use, so it really copies the shape of the tubes.
I guess that power belt file could be a good starting point when the welds are really rough. -

Update
After recieving some invaluable advice from @privatepatterson i have Made some progress with the polishing of the frame, there is still some filler left around the bb shell which is stubborn as fuck.
Here is a before and after of the the down tube.Ive also just realised this is probably going to be a very slow project.

Well, basically i will try to achieve a uniform finish over the whole frame, and trust me its harder than you think as the frame has some pretty deep scars and it's a very slow process also im not a professional and I have very basic tools, so If that fails then I'll probably go for a respray.I've also just picked up some Soma pedals and straps from @zomarzi, but I still need to source some cranks chainring, a pair of wheels, stem and handlebars but not exactly sure what style...

@ElGato thanks for the tips, i was all ready thinking about wire wool and metal polish to finish it off, but i had a look online for some p400 grit and cant seem to find anything thats available in small quantities or for a reasonable price, could you maybe provide me with a link?
@Aches im actually using a very fine grit sand around the welding as i dont want to compromise the welds.
what you see in my last picture is pretty much how the welding looked after i got the filler off which also makes me wonder why cinelli decided to use filler because the welding isnt actually that bad.
