Yeah, I do believe the owner bought it a size smaller to have some more adjustability and a shorter wheelbase.
I also think saddles pushed back look better.

Wouldn't that make KOPS bike fit difficult to achieve?

It make it easier by taking the KOPS out gently, put it carefully down on the kerbs and smash it to smithereens.
