Maybe they exist, but are just too scared to go to the stadium which is why I've not seen them at the games.
A brief Google finds at least two incidents of multiple fans chanting racist insults investigated just last season.

My dad's a life-long Millwall fan, and definitely not racist or a hooligan. (The only time I've even seen him raise his voice is in front of a classroom full of schoolkids!) I used to go to the Den on a regular basis, and by some measure I suppose I might still call myself a Millwall fan. It was my local team when I was growing up, so that's where I went to watch football.
I've been to the odd game on and off over the past few years, including Boxing Day games out of tradition, and a few play-off games at Wembley. The vast majority of fans are well behaved and I assume genuinely passionate about football and seeing their team win. BUT in a crowd of several thousand people, it only takes a few dozen (often more, but I'm sure reports are more often than not exaggerated in the media) to turn the atmosphere sour and create some headlines. I believe the club makes efforts to counter its reputation, including anti-racism initiatives, but I've personally seen some pretty vile behaviour on the terraces and it does put me off wanting to associate with some of the people who call themselves fans.
In fact, now my local team is Charlton. If I was significantly more interested in football than I actually am, I think I'd have no problem switching "allegiance" and going to Charlton regularly, because from my limited experience it's a much nicer atmosphere.

pps. I was at some corporate reception a couple of weeks back at the Coq D'Argent (the 6th floor bar bankers seem to like jumping from) and towards the end Sadiq turned up with his wife and made a beeline to the back to buy a glass of wine in private. Unfortunately the reception was on the other side of a window, and we all waved drunkenly at him calling 'Sadiq!' Unsurprisingly he ran away again.
