Sorry but it's such bullshit. Why don't they stop the Tour now and re-run it once Valverde, Izaguirre, Durbridge and Cavendish have recovered?

Yep (caveat Wikipedia): https://en.wikipedia.org/wiki/Glossary_of_cycling#P
"
From French, literally "pursuing" - refers to a cyclist or group of cyclists who are separated from and behind the leader(s) (tête de la course) but in front of the main group (peloton). This usually occurs when a small number of riders attempt to catch up to the leaders, either to join with them or to "bring them back to the pack" by encouraging the main group to chase them down.

I knew Bora would be all over Sagan's suspension as soon as they got a whiff of it but I'm afraid his 2017 career has gone down the pan.
I'm not sure this appeal will pick up steam.

I doubt they'll get him reinstated, simply for practical reasons, but they do seem to have pretty solid grounds for objecting to the way the race jury conducted itself. Rule 12.2.006 does indeed say that 'The Commissaires Panel may judge the matter only if the offending party has had a chance to defend his point of view or if, being present when summoned, he fails to respond.'
