The intransigence of UCI commissaires is well known.
They've made their decision, they won't change it, let's move on.
They made a decision that minus 80 points and a 30 second penalty was a valid punishment. Then Dimension Data appealed and Sagan was DQ'd.
I agree with you though, unlikely to reinstate.
