what's with the horizontal cut in the seat clamp cluster? Looks like it's been slotted to remove a crack in the lug.

No, this question has been raised before... It has been made originally from Gios, I think to release pressure from the seat stay and have an easy clamping.

Dude. Not good enough for what? I'll say what I like. It is a fact that I don't see any other examples when searching. It is a fact that my frame didn't have that. Wrong on 0 counts. Congrats on finding a single picture of another sawed frame to match your story.

This example has been repainted, and features additional aftermarket chrome on the seatstays.
Not original, entirely possible that the slot is aftermarket too. It also looks deeper than yours so could be a general problem with that design and the lugs cracking.
Either way, why so rude/defensive? Post a hi-res close up and it will be easy to see if it's a factory design or a DIY fix.

Or you could respond rationally and accept that it's a cause for concern and either post a hi-res close up and catalogue pic proving it's factory done. I owned a Gios Compact and it did not have a cut through the seat clamp cluster like that, if it did I wouldn't have bought it.
This bike is in really good condition. The frame tubes, Columbus SL, have been waxed no long ago. It has little marks and scratches around but nothing major. It can be collected from London NW1. The price is £850. It comes also with the downtube shifters. Size is 57. The bike comes with no pedals.
Only cash on collection.
