Good idea =/= best idea.
It's just going to put pressure on a focused point. Two or more will spread the clamping load and be more secure. Sure @mdcc_tester can give you a more scientific answer. Probably be fine though

A tolerable idea, but in all ways inferior to two bolts, which is why the vast majority of steerer clamps have two bolts.
