No stickers or badges but has a panto on the fork that i don't recognise

Hi, I've re-assessed and I think it is too small for me (i'm 5'10")

Hi there, really like this and interested for a friend. What condition would you say the frame is in? Can't tell whether it is a bit ratty or just needs a clean (sticker marks on top tube maybe?)

Also, what are the clearances like? Would it take 28c? Are you in London?
