Conical spacer might rub on frame without it. This means the bearing preload is bottomed out before its at its ideal

That was the case the first day after I built it up so I had to file the steerer down a bit to fit the fork tight.
Anyway, I put the silver ring right where the red arrow points at (between compression ring and cover). Hope the cracking head tube is fixed.
