Not sure what you guys mean by bottoming out because I cut the steerer a fair amount shorter than the spacer so there is no chance that the top cap bottoms out. But you're saying that the ring goes in there?

Conical spacer might rub on frame without it. This means the bearing preload is bottomed out before its at its ideal
