Working with Architects at the moment, apparently the guidelines are that you should be able to stay in the flat for over an hour - so the intent isn't to have fire alarms to alert other properties and risk a stampede. Obviously that assumes that compartmentalisation isn't compramised to allow a fast spread of fire which it seems the new cladding has made happen
There was a system installed when the building was 'regenerated'
