Sure, the article isn't very clear on that--the author seems to think that you 'make' a bike in its entirety if you put it together from a ready-made frame and bits. I just remember reading an article about him a while back that suggested he wanted to build frames.
This wasn't it, but he says something similar in it as in the other one:
“The idea would be to gradually make the frames that we do ourselves our bread and butter,” Kennedy says. “We’ve not been doing that long enough to say definitely, but the signs suggest that’s the direction we are heading in.
Clearly, as this is only from April this year, he hasn't put any such plan into practice yet.
