Lot of foreign workers/students where I work, they often buy a bike to get about on then leave it in the bike sheds when they go. After a year or so the maintenance folk put a call out for owners to come and collect their bikes, then cull the ones left behind. Normally the discard bikes are shite and not salvageable without a lot of effort. But this one was pretty decent. Reasonable spec too - shimano exage, clip in spd pedals, prologo saddle etc. Might stick a flat bar on it as the top tube is a maybe a touch long for me.
