Yeah it is. I think that's the type it's aimed at.
I've got a third bottle cage like that on my touring bike, I used it for putting my stove fuel bottle. Very handy for that and I don't mind that getting splashed with mud. -

That maroon Boxer if you look closely, have an extremely low bottom bracket, around 233mm from bb to ground i think.

Jordan at bigxtop does something similar, and can do custom if you're after certain specs. His stuff is absolute top quality. I've been using a backpack for around a year now and it still looks brand new
