IRA seems like a ridiculous comparison. The IRA was highly organised, tightly-disciplined, ideologically coherent, well-embedded, strategically-minded and had a general policy of not attacking civilian targets*. These are the sort of random rubber-dinghy rapids yahoos that would have got themselves kneecapped by their own side in NI.
*with all the usual caveats about still being murderous bastards, obvs
