Members of the Manchester bombers own family reported him to the authorities, it's clear that he was seen by almost everyone who knew him as a dangerous nutter who was likely to harm people.
Compare that to the IRA - who appear to have been a) much more efficient at being terrorists, possibly due to not being insane, and also b) therefore much more dangerous and finally c) much less likely to have been nominated by their own family as being dangerous nutters.
