Would one not aim for the head?
Very, very hard to hit the head. Even if you are told to aim for it, especially with iron sights + lots of adrenaline. I'm sure the officees were well trained but they are human.
With semi-auto weapons they are usually taught to shoot in bursts of three. I would hazard a guess that many of them would have been covering fire to allow colleagues to get in closer.
Blame Hollywood. The one bullet myth. It takes far more than that to stop someone. Autopsies on criminals who die in shootouts with the FBI have shown that in some cases people continued to fight for 2-3 minutes after their hearts stopped. Continuing on sheer adrenaline.
