For what it's worth I used to work at Manchester's sister arena at Leeds.
This sort of thing was very, very much thought about. We ran regular 'table top' exercises for this eventuality and had big meetings with the Police when the threat level and/or intelligence altered. Manchester Arena would have done exactly the same thing.
Same at Brighton Arena when I worked there.

"The threat level has been raised to critical by MI5's Counter-Terrorism Analysis Centre.
This means that security arrangements known as Temperer come into play, whereby the army take over from the police in guarding and protecting sensitive places, freeing up the police to be more visible and active on the streets.
Supposedly we the public will not notice the change, other than that the police will be more conspicuous.
The reason for the change is that the security services cannot be certain that the terrorist who committed the Manchester atrocity, Salman Abedi, was unconnected to a wider dangerous network of ISIS terrorists.

The objective isn't always about safety. Its also designed to bolster public confidence. At times like this, that's important even to the skeptical and the cynical.
A decline in public confidence would have a domino effect on social cohesion, national productivity, national self worth, crime and disorder etc. It generally leads to a downward spiral. Its the sort of action we should expect, even if there weren't an impending election.I'm not saying this is the best response but it certainly isn't the worst.

However we are in a situation where we have the Army on the streets without any members of parliament at all.
This isn't a political thing but it is extremely worrying. Armed forces without any political oversight apart from Cabinet.
Last time that happened was WWII if I remember correctly.

I'm probably not defending the behaviour discussed but how about bashing the terrorists instead of the journalists?
Journalists - reporting the truth, shining a spotlight on all that is bad in society, 'attacking the devil' as Sir Harry Evans put it.
Terrorists - blowing up innocent 8 year old girls at Ariana Grande concerts.
You might want to consider who's the best target for your vitriol.

Because terrorists behaving despicably is only to be expected (and the condemnation thereof, assumed).
Whereas, that some journalists could behave so despicably towards terrorists' victims isn't (and so needs expression).
