For what it's worth I used to work at Manchester's sister arena at Leeds.
This sort of thing was very, very much thought about. We ran regular 'table top' exercises for this eventuality and had big meetings with the Police when the threat level and/or intelligence altered. Manchester Arena would have done exactly the same thing.
Same at Brighton Arena when I worked there.
