I've got a headtube rack on my pub bike and I get the same when it's loaded, if you put your knee against the top tube it helps stop it (not great for fixieskiddrs though)
Ah thanks for the tip. I braked a little and it soon stopped.
I think it's just the mass pulling the bike from the front centre, pretty sure it wouldn't happen if the lock was in my belt on my hip.
