Looks to me like the "Top tube safe" position will have later flow separation which causes large form drag. The flow will separate behind the rider so the "Top tube safe" position seems to have a decent advantage since the rear rider is further back. This could also be the reason why the "Pantani" position performs very well.
Yeah yeah I know :) but now I look closer the tob tube position is lower/smaller.
update: new faster position, but probably not that practical:
