Harry Hall Cycles is still alive and kicking as far as I'm aware - I worked there for almost 3 years while I was back up north at uni. However, their days of frame building are long gone and I'm pretty certain they wouldn't know where to start with this.
I'd say your options above are the best - rethread with a larger diameter bolt or get a new one machined!

Didn't think I needed a thread for this but a 'quick' bit of tinkering this morning has left me with a frame I can't currently use.
Some of you might remember this frame from when @countryboj had it like this:
I was looking for a track frame with decent steel tubes and a 1 inch threaded HT a few months ago, which perfectly coincided with countryboj putting this up for sale. Columbus Max and wishbone meant it would match my Rychtarski nicely so I begged borrowed and stole to scrape funds together to get it off him. Should also mention that he was nice enough to let me pay half up front and half later, which was massively appreciated.
I chucked my parts bin at it and ended up with this:
Its a lovely ride, a little harsh but that could be down to tyre pressure more than anything.
Problem is, this morning I managed to round out the seatpost expander when swapping posts around. This frame uses a very rare clamp type that I've yet to see on any other frame, and may well be a one-off for this frame. It has a hole drilled in the wishbone behind the post like so:
This gives access to the post, allowing an expanding wedge to fit that puts pressure on the rear of the post, holding it in place. This might not be the strongest way of holding a post in place but I don't weigh anywhere near enough for it to be an issue.
The expander pieces look like this (ignore the dirty fingers)
First two photos are of the right hand piece that contains the threads, this is what has stripped. The third photo is of the left hand piece, which is bored to allow the bolt to sit flush and doesn't contain threads. Admittedly I wasn't using a torque wrench but the force I was using didn't feel excessive.
Has anyone got any ideas on how I could fix this? Helicoil? Resort to getting a new piece machined? The design is fairly simple so shouldn't cost too much. If anyone has seen this design before are there spares available anywhere?
From what I can gather online the shop doesn't seem to exist anymore, or has been taken over by people that wanted the brand and have nothing to do with the frame building side. I vaguely remember @Dick knowing something about this frame? Any help would be much appreciated, I'd really like to get this back on the road.
