The recommended tyres width that can fit with that mudguard is 25mm, maybe 28mm with a bit of a squeeze.
With mudguard, you'd need the mudguard's width to be at least between 7 to 10mm wider than the tyres.
ahhh totally misunderstood you.. my bad.. thought you said 35mm mudguards fit easily into road frames that don't accept 35mm tires
I had some 28mm Gatorskins in 35mm SKS mudguards for about a year without any issue by the way
