@edscoble how does that work? 35mm is 35mm in my mind, what am I missing here?

The mudguard's actual width is 35mm wide.

The recommended tyres width that can fit with that mudguard is 25mm, maybe 28mm with a bit of a squeeze.

With mudguard, you'd need the mudguard's width to be at least between 7 to 10mm wider than the tyres.
