On 5 November 2013, hospital porter Brian Holt was killed by a tipper
truck contracted by TfL-managed Crossrail while riding a bicycle on
Cycle Superhighway 2 on Mile End Road. In his report to the TfL
Board on 6 November 2013 (the next day!), Mr. Daniels described a
scenario that cyclists who know the area have since pointed out
couldn’t have possibly been the case. Based on his own
(apparently-erroneous) collision reconstruction, Mr. Daniels states
that the Brian Holt “appeared to be taking a short cut” and was
“cycling against the flow of traffic”: in short, Brian Holt was
breaking the law and was thus responsible for his own death. Mr.
Daniels compounded his victim-blaming scenario by announcing that the
driver of the Crossrail-contraced vehicle hadn’t been arrested and
stating “there was nothing faulty with either the vehicle or the
behaviour of the driver of the vehicle.” As it turns out, upon
investigation, the Driver of the TfL-contracted Crossrail vehicle was
prosecuted by the CPS. Since the CPS rarely prosecutes any drivers
contracted to TfL, why, on the day after the incident, did Leon
Daniels feel obligated to propagate a public narrative that
automatically blamed the victim and absolved the TfL contractor? Was
the public interest being served by Mr. Daniels's behaviour?
