I've not found that tape in 21mm, annoyingly. 19mm is a smidge too narrow, 25 is waaay too wide for road/CX.

Really? I've been using 25mm on all the road/cx tubeless conversions with a lot of success

Yea. Doesn't really matter how wide the rim strip is as long as it's wide enough.
