I was considering ditching the rack completely and going for rando bar bag.
Something like the BigXTop rando bag would fit your bill perfectly;

Plus... it's not ugly! double bonus, I used to had a Swift Industries one and it look real nice and pretty useful.
How accessible? like something to keep phone, maybe food etc. in it?
My main concern is that there's no back on that rack to provide extra support, so it may slide around if you were to go for a rando bag like you said.
Depend on the distance between the handlebar and the rack, an old school carradice saddle bag can work wonder, here's an example;
