Has anyone had Italian traffic fines before?
Work up to a signed-for letter informing me I had a traffic violation.
There is a reduced rate if you pay
within 5 days of the notification date of this deed
...the covering pink post slip has a date of 9/05/17 so I think I may just be in time.
Any tips or other experience?

I have a .db3 file (it's text messages, contacts, etc backed up from an old Nokia phone many years ago). Opening it in Excel I see that it has the stuff in there but it's all messed up.
From what I gather it's an sqlite file. What's the easiest way to read this (Ubuntu or Windows)? Looking at the sqlite download page it seems to have a variety of command line tools but nothing else, I'm not sure if I'm missing something. Cheers.

Can 'external headset' forks be used on a frame with that has a 'semi intergrated' headset?

Yes, as long as the steerer diameter(s) and length are right. Might look a bit ugly, see for example about a million weight weenie bikes with THM Scapulas in place of the original integrated fork. There might also be a few edge cases where the fork crown hits the down tube, but as long as everything clears and the geometry is right, there is no functional difference.
