it has a back pedal coaster brake.
Front brake is a cable actuated drum, rear is either a cable actuated drum or a coaster (which is as you say a form of drum brake), depending on the local tradition.

If you need two.
If the geography is flat and the bike rarely gets above 20kph, well... -

This is a circa 1984 "Murray" Track bike. It is a U.S. Olympic Team bike (see picture of Olympic sticker), most likely one of the practice bikes. It was used from 1984-1992 and then was stored until now. Following the Olympics, the 7-11 team used the bike and then it was sold to a Jr Team.
It has bladed spoke wheels with 400g glue-on tires.
This is a RARE vintage bike. For those not aware, this is not a Murray brand. Murray sponsored the team. It is most likely a Serotta frame.

although this is an absolute winner in my book, some things surprise me.
they partially polished the brake calipers, but put the ugly shimano sticker back on afterwards..
And external cam QR's with discs and those dropouts!? Who ever is gonna ride it is gonna lose a wheel sooner or later.
